If a normal transfer, the charges will be RM10 (i have done this last month myself).
Both of the parties need to be present for biometric scan. And the contract will be renew.
But for your case, i dont really sure what "stamp duty" are for.
You are subsribing to residential plan, right? or you are on business plan?

I went tmpoint twice, approached two different staffs. They just ignored the message i show them. I feel quite disappointed, because i cant transfer to my friend to continue the contract
