I want to change my current line to webe how i want to change without upfront payment my just change it last week without upfront payment how could i change it?

You can do port in as usual by going to Shop > webemobile and port in your number.

However, as for without upfront payment part, that only applicable registration by telesales which it's only applicable to selected customers.
