I DIDNT GET MY SIM AFTER 1 WEEK OF REQUEST. NOW I CANT PORT OUT MY OLD NUMBER AND JAN BILL IS COMING

I REQUEST A NEW SIM CARD TO PORT OUT MY OLD NUMBER WITH OTHER TELCO. BUT ITS BEEN A WEEK THE NEW SIM STILL NOT DELIVERED TO ME. NOW I RECEIVE A NEW BILL FROM PREVIOUS TELCO ALREADY. WHOS GONNA PAY????
