Why my WEBE cannot do hotspot?

I have been having to get ny WEBE to do hotspot. A message keeps on sending me that I need to do hotspot passes. I cannot find ways on how and where to do the passes. I still have 10GB free data for the hotspot. How do I solve this?

Hi, make sure there is 4G line there.  The free hotspot is only availabe if you are in 4G connection.
