Just to be sure, are you referring to Port in into webe from your other telco? If yes, please find out from your previous telco on the issue first. The common issues with unable to port in are usually 3 things:
1) Is it due to still within the contract with your previous telco?
2) Is there any outstanding bill that you have yet to settle? Is there are supplementary lines in this account?
3) Is there are supplementary lines in this account?
